Phillips suggested that allowing oil production in ANWR could immediately influence oil prices, even though actual extraction would take years. He explained, “Oil prices are heavily influenced by future supply speculation, and any action reducing potential shortages could significantly affect prices.”

Opening ANWR might be such an action. The U.S. Department of Energy estimates that ANWR could contain up to 16 billion barrels of oil, equivalent to 30 years of Saudi Arabia's imports. At peak production, ANWR could yield about 1.5 million barrels daily, or 7.5% of U.S. daily consumption, which experts believe could affect global prices.
