Florida School Grading System
Overview:
Florida established the Sunshine State Standards (SSS) to unify educational benchmarks, clearly outlining what students should learn each year before progressing to the next grade. These standards help schools set realistic goals and allow teachers to focus on how to teach, not what to teach.
Development of SSS:
The SSS criteria were developed by examining other states' standards, successful local districts, and global technology trends. A diverse group of educators and experts designed these standards to be flexible, allowing for annual updates to keep them relevant.
Introduction of the FCAT:
In 1998, Florida launched the Florida Comprehensive Assessment Test (FCAT) to evaluate both student knowledge and the effectiveness of the SSS. Schools are graded based on students' performance from grades 3 to 10. Schools scoring a C or lower must devise a plan to improve.
School Grading Criteria:
- Grade A: Test at least 95% of students, score 410+ points, and meet reading progress standards.
- Grade B: Test 90% of students, score 380?"409 points, and meet reading progress in two years.
- Grade C: Test 90% of students, score 320?"379 points, and meet reading progress in two years.
- Grade D: Test 90% of students, score 280?"319 points; reading progress is not required.
- Grade F: Test less than 90% of students or score below 280 points.
Schools earn points based on student achievements:
- Points per percentage of students meeting/exceeding standards in math, reading, and writing.
- Points for gains in reading or math.
- Points for improvements among the lowest-scoring readers.
- Points for the percentage of eligible students tested.
Testing by Grade Level:
Students take the FCAT annually in varying subjects:
- Grade 3: Reading, Math
- Grades 4, 6, 7, 9: Reading, Math, Writing
- Grade 5: Reading, Math, Science
- Grade 8: Reading, Writing, Math, Science
- Grade 10: Reading, Writing, Math, Science
- Grade 11: Reading, Math
Graduation Requirements:
Passing the 10th-grade FCAT is mandatory for high school graduation in Florida. Students who score at Level 2 or below have retake opportunities in 11th and 12th grades. Scores are categorized by proficiency levels, beginning in Grade 3:
- Level 1: Little success
- Level 2: Limited success
- Level 3: Partial success; must reach Level 3+ for a diploma
- Level 4: Success with SSS content
- Level 5: Success with challenging content
Parents receive reports showing their child's achievements, including charts that compare scores over time.
