About Healthy NY
Enacted in 2000 in response to a gubernatorial proposal, Healthy NY offers comprehensive insurance coverage for uninsured New York workers and their families. It supports small business owners (with 50 or fewer employees) in providing health insurance for their staff and families. Individuals and sole proprietors without employer-sponsored insurance can also directly purchase coverage through Healthy NY.
How It Works
All HMOs in New York offer a standardized health benefit package, made more affordable with state sponsorship. This initiative helps small employers and uninsured employees access essential health benefits.
Eligibility Requirements
Small Employers
- Location: Must be based in New York
- Employee Count: 50 or fewer eligible employees
- Income: At least 30% of employees must earn $34,000 or less
- Previous Coverage: No group health insurance offered to employees in the past 12 months (with some exceptions)
- Participation: 50% employee participation required, with at least one employee earning $34,000 or less
- Premium Contribution: Employer must cover 50% of the insurance premium
- Coverage Offer: Must offer the plan to employees working 20+ hours and earning $34,000 or less
Individuals and Sole Proprietors
- Residency: Must live in New York
- Employment: Currently employed or employed within the last 12 months
- Insurance Status: No employer-provided health insurance and uninsured for the past 12 months
- Medicare: Not eligible
- Income: Must meet Healthy NY Income Guidelines
