The evolution of Information Technology and business computer systems is a relatively recent phenomenon, spanning less than 50 years. My career began in the early 1960s with the transition from punched card tabulator systems to punched card computer systems like the IBM 1400 series.
As technology advanced to include disks, larger memories, and compilers, systems became increasingly complex. This growth led to a surge in the number of programmers, analysts, and operators in the IT industry.
Evolution of System Development
Initially, the IT field was filled with bright and inventive individuals who, despite their talents, often lacked a strong understanding of business needs. This led to diverse and inconsistent approaches to programming. To address these challenges, early system development methodologies emerged, often created by major hardware manufacturers and consulting firms as templates for development. While some were effective, others were unnecessarily complicated?"like SSADM, which governments widely adopted, leading to increased costs and extended timelines without significant enhancements in quality.
Rise of Project Management Methodologies
With the advent of databases?"whether relational, hierarchical, or otherwise?"development projects grew larger and more complex. As IT project management was often left to system analysts and programmers with strong technical but limited organizational skills, the necessity for clear methodologies became evident.
This led to a proliferation of project management methodologies, many of which were proprietary. However, the UK's CCTA made a significant breakthrough with the development of PROMPT, an almost workable methodology for IT project management. This eventually evolved into PRINCE and later PRINCE2, which became widely accepted and is now considered a benchmark in project management.
The Role of Methodologies in Project Management
PRINCE2 provides a comprehensive roadmap, but the question remains: Does using a good methodology make one a good project manager? While it certainly aids the process, effective project management requires more than just following procedures. It's about interpersonal skills, stakeholder engagement, effective communication, and an understanding of success factors. Essentially, it’s a blend of both theory and practice.
