JWOD Program: Empowering Individuals With Severe Disabilities
Overview
At Fort Lewis, Washington, John Kartes excels as a hazardous materials technician, assisting mechanics by transporting engines and heavy items using a forklift. Remarkably, Kartes performs these tasks with prosthetic arms and legs, exemplifying resilience and capability.
Kartes' Journey
John Kartes works for Skookum Educational Programs in Port Townsend, Washington. His supervisors commend his exceptional performance and positivity.
"John always has a smile on his face and makes the best of every situation," noted Buhl Holcolm, a former site supervisor at Skookum. "He's truly an inspiration to others."
Kartes lost his limbs at 21 due to a car accident. Despite numerous surgeries and treatments, he remains unstoppable. From operating forklifts to managing household chores, there is little he cannot do.
"I am on my feet almost all day and it is physically challenging," Kartes shared. "I surprise a lot of people with what I can do, like taking care of my yard, weeding, and mowing my grass."
About Skookum and the JWOD Program
Skookum is among hundreds of nonprofit agencies employing individuals with severe disabilities, benefiting from federal contracts through the Javits-Wagner-O'Day (JWOD) Program. This program originated from the Wagner-O'Day Act of 1938, initially allowing agencies serving the blind to sell products to the federal government. In 1971, the act was amended, with Senator Jacob Javits' support, to include individuals with other severe disabilities and to expand services provided to the government.
Today, the JWOD program employs over 45,000 people who are blind or have severe disabilities. It serves as the largest employment source for individuals with disabilities, equipping them with essential skills, fair wages, benefits, and fostering greater independence.
