The story begins with President Theodore Roosevelt, who, during a visit to Mississippi to resolve a border dispute, went on a bear hunt organized by his hosts. When the hunting proved unsuccessful, they captured a bear and asked Roosevelt to shoot it. Roosevelt’s decision to spare the defenseless bear was captured in a cartoon by Clifford Berryman titled "Drawing the Line in Mississippi," published in the Washington Post on November 16, 1902.

The cartoon inspired Morris and Rose Michtom of Brooklyn, New York, to create a stuffed bear in tribute to Roosevelt’s gesture.
