The Adoption Experience in Dauphin County, PA: A Personal Story

This is the true account of my wife, Vanessa Dupree, and myself, Coastal, as we navigated the adoption process in Dauphin County, PA. My wife and I, residents of Harrisburg, PA, decided to adopt after two of our three children left home for new adventures in Dover, Delaware, and college. Our goal was to help children in need, so we completed all the mandatory training in Pennsylvania and Dauphin County.
We partnered with Rejoice Adoption & Foster Care Agency. They introduced us to several children, and we ultimately chose a little girl named Kanai Brown from Ohio. Aware of her behavioral issues, including lying, stealing, and setting fires, we were undeterred. Despite these challenges, and her previous adoption attempts with a family that backed out, we felt strongly about adopting Kanai and her older sister, Kimmisa.
When we inquired about Kimmisa, her caseworker, Mr. John Roberts, informed us she had exhibited violent behavior and was undergoing mental health evaluations. Our plan to unite the sisters stalled, but we proceeded with Kanai’s adoption, finalized in June 2005.
Challenges with Foster Care
In June 2005, we fostered two more children, Mariah and Jordan Gilbert, from Lancaster, PA. We considered adopting them if their mother, Nyshell Gilbert, relinquished custody. Their caseworker, Karen Rosenberg, became a close friend, visiting frequently beyond her legal obligation.
At a September 2005 hearing to terminate Nyshell's parental rights, Karen testified against her credibility, fabricating stories and emphasizing her same-sex relationship. Disturbed by Karen's actions, Vanessa and I questioned her tactics. Karen admitted to manipulating situations against same-sex parents, including fabricating claims of abuse.
In January 2006, troubled by these revelations, we decided against adopting Mariah and Jordan, despite our love for them. Our Christian values conflicted with Karen’s bias against Nyshell’s same-sex home.
The Escalation
In February 2006, during a supervised visit with their mother, Mariah and Jordan were taken from us after Mariah claimed Vanessa hit her?"repeating the story Karen used against Ms. Nyshell. The next day, allegations against us extended to our adopted daughter, Kanai.
Despite Kanai admitting she lied in court, Children & Youth Services appealed the judge’s decision to return her to us. Meanwhile, Denise Shay, their caseworker, falsely accused us of previous abuse, a claim made without our lawyer present.
We faced pressure to admit to abuse for visitation rights, which we refused. Judge Hoover allowed visitation but ultimately stopped it when Denise perceived our lack of cooperation.
Before a March 2006 hearing, Denise outlined severe consequences if we resisted: losing custody of our biological daughter, Jasmin, facing criminal charges, and being barred from future background checks. Under duress, we relinquished our rights to Kanai, wrongly believing in a 30-day rescind period.
Conclusion
Two weeks later, Judge Hoover dismissed our choice to retract the decision. Unable to continue financially and morally exhausted, we eventually agreed to the final adoption terms, enduring considerable financial strain due to wage garnishments and fees.
Our journey in Dauphin County was fraught with deception and injustice. However, Myron and Dwayne Golden have since brought positivity into our lives, for which we are profoundly grateful.
