The incident took place at a railway station in Moscow. Captain Viktor Nikolayevich Stepantsov was on duty, a burly, heavy-drinking officer known for his strong dislike of migrants. One day, he caught two Tajik nationals attempting to board a train without tickets.
The guest workers were taken to the police station, where they were thoroughly searched. Despite the captain's efforts, no documents or money were found. Frustrated by their supposed deceit, Captain Stepantsov lectured them on the importance of having money and laid down his terms:
"One of you stays here," he said, "while the other brings 1000 rubles (about $40) each. Then you can leave."

The Tajiks remained silent. Stepantsov pulled out his Makarov revolver, cocked it, and aimed at one of the men. "For not paying the fine, defying the police, and suspected illegal migration, you're sentenced to be shot."
He fired a shot. One of the Tajiks fainted and fell. Realizing the severity of the situation, Stepantsov's colleagues intervened as he aimed at the other. They managed to restrain him as he experienced a sudden episode. The officer in charge quickly called an ambulance. The diagnosis was a mental disorder, and the captain was taken to a psychiatric unit. The Tajiks were revived, instructed to forget the incident, and released.
P.S. You might think Captain Viktor Nikolayevich was dismissed. Surprisingly, he wasn't. In fact, he's been promoted to major and is reportedly anticipating another advancement.
